Do my chickens need to be pullorum tested?

Our county fair isn't allowing poultry this year due to the bird flu. We bought some chicks from 2 pullorum certified hatcheries this spring. My daughter would like to show them next year (july) if poultry is allowed then. We have the test certificate from one hatchery for some of the chicks. The others we asked the store we got them from who buys from a hatchery if we could get the papers for next year and she said we would need them blood tested next year if we brought them to the fair. Everything I've read sounds like if you buy from a certified hatchery and have the certificate you are fine. So would a certificate work next year or will we have to blood test them then? We are in Wisconsin.
 
If the chickens are from a pullorum/typhoid clean flock and thereby NPIP, they must be blood tested every year to keep that certification.
