Do pullets pick at the fuzzy feathers of other pullets?

I have a handicapped pullet. She can get along, but she mostly stays along the sidelines. Today, while she was sleeping, another pullet started pulling her feathers. I thought maybe it was trying to pick some of the fuzz, although she doesn't have much left, or perhaps at the new feather shafts. Or was this bird just picking on her? I want to keep a close eye on the situation but don't really know what normal chicken behavior is since this is my first flock.
 
I would watch them closely. Feather picking is either a sign of not enough room or not enough protein in their diet. If it gets worse, your pullet could start bleeding and then all of you other birds will probably peck at her. How big is their coop and what are they eating?
 
The pen is huge for them and they're getting the right feed. The bird getting picked on was my poor little deformed SLW. I since returned her to be destroyed. It was sooooo hard but she was not going to improve and I couldn't let her get harassed by any of the others.
