Do these hackle feathers suggest a male?

The rooster skinny/pointy hackle and saddle feathers don't start growing until @10 weeks and aren't really noticeable until 12-14 weeks.

So far looks to be a pullet

I agree. I also wouldn’t even attempt to sex by hackle feathers because they’re rather pointed in both genders. I would suggest looking at the saddle feathers
