I have had many different breeds of chickens and recently got four turken chicks. 2 of them have a tuff of fluff down on their necks about where their gizzard Is or (craw? Not sure of spelling on that) does this mean anything? I was hoping it was a way to differentiate between the sex of the chicks.

The "bow tie" has nothing to do with the sex of turkens. As far as I know, turkens are not sex linked.

The "bow tie" is located near their crop.

Bow tie means they have one copy of the naked neck gene.
No bow tie means they have two copies of the gene.
