Does a red heat lamp qualify as "added light" & when to take heat off?

Hi, quail newbie here. I have 14 Jumbo brown's in a brooder, in the garage under a red heat lamp. They are 3 and 1/2 weeks old. I have been reading that at around 6 weeks they will lay eggs if they have additional light. Does the red heat lamp count?

Also, how long do I need to leave the heat lamp on them? It is getting really cold at night this year. Around low 20's. Should I start pulling the light away? They just bask in it now, sprawl very comfortably under it. But I could really use it for my other chicks.

1. No Red Light Does Not Count For Artificial Light So Far As Stimulating Quail To Breed/ Lay--- Regular Light--- Either Flourescent Or Incandescent (mine Are Outside Under Led Xmas Lights Laying Like Mad Fools!)

2. Once Fully Feathered They Can Withstand Quite A Great Deal Of Cold--- Start Slowly Backing The Heat Lamp Off Over 1-2 Wks And They Will Be Fine.
