Double walle fountain problem

I just bought a metal double walled last week so i could put a heater under it. How high is the water supposed to be in the pan?. everyday I have to shake it, lift up on it a bit to get some water into it. It seems to run down to about 1/4 deep. After you slide the outer case down around the well are you supposed to spin it so the tab goes into the slot?, or push it down all the way , then pull it up a bit so the water would be a bit deeper?.
 
Just slide the top down onto the peg and twist to lock it into place. no need to lift the outer shell as the water level should only be a 1/2 in or less, that is how they work. by the way never try to carry the waterer by the handle of the outer shell it will break off very easily. good luck.
 
If you live where it gets freezing, be carefull. My poor rooster got his waddle stuck to the frozen double walled water fountain and when I noticed the problem, there was blood all over. He's ok now, but his waddle has a big black splotch where it got stuck. I'm not using metal anymore in the winter for that reason. Jane

My double wall doesn't stop, its just pours water over the edge. These things aren't that complicated, how come they don't work right? Actually, how do they work anyway?? Can they be repaired if they 'leak'??
