Drake is separating hen

My drake is ruthlessly pecking at on of my hens. At first we thought it was normal mating behavior but he is separating her from the rest of the flock and isn’t mounting her. Looks like he is trying to cull her from the flock. Advice would be appreciated.
 
If you need him for fertile eggs, I would remove her from the flock as such behavior can escalate to the point of injury or death. If you don't need fertile eggs, I would invite him to Sunday dinner as the guest of honor.
 
I have been wondering about this too. Our drake isn't being aggressive, just plain ole mean to one of our three girls. He won't let her get by the rest of them so she spends her days all alone. They free range and so she has tons of space and isn't being cornered, but we just feel sad for her. Even her sister, normally her best friend, has deserted her and stays by the drake.
