Duck needs wings to balance while standing - don't know why.

We have a female duck that stands on her toes and leans forward with her wings out to balance. She's been to a vet. The vet didn't find anything wrong with her legs or hips. The duck had been shot, but the pellets were all superficial and should not be causing the kind of behavior she is exhibiting. The vet was stumped at this point. Can anyone else think of a reason for this behavior??? The duck is eating and drinking but, obviously, doesn't want to move around much.
 
Our next step is blood work, but would greatly appreciate any ideas or thoughts on this.
 
With the flushes, do you syringe feed them or just allow them to drink it on their own?
