Duck Run Height

Planning out my fenced run for my Cayugas and Buff ducks. Wondering if 2ft tall would be enough for them? Trying to stay low profile and save money plus 3ft hardware cloth is hard to find right now but want them to be able to stretch out their wings comfortably and not feel claustrophobic.

Preferably as tall or taller than you, so you can do maintenance in the pen as needed.

It will have a removeable top so I can go in for cleaning. Cant make it walk in height due to HOA rules :/
