Duckling egg help

My questions involve hatching ducklings, but was still hoping there may be some advice on here.
I have two Welsh Harlequin eggs that are now on day 28. Last night I heard peeping coming from one of the eggs, I assumed that meant it had internally pipped. However, now twelve hours later, there is no external pip and I hear no sounds. The second egg seems to be doing nothing at all.
At what point should I continue incubation or take it as an unsuccessful hatch?

They can be internally pipped for 24 hours before progressing to externally pipped. Then they can take up to 48 hours to start unzipping. If you are worried you could make a safety hole. This link tells you how and is full of excellent information that, although it is in the Goose forum, applies to any incubated egg.
