Duckling egg help

My questions involve hatching ducklings, but was still hoping there may be some advice on here.
I have two Welsh Harlequin eggs that are now on day 28. Last night I heard peeping coming from one of the eggs, I assumed that meant it had internally pipped. However, now twelve hours later, there is no external pip and I hear no sounds. The second egg seems to be doing nothing at all.
At what point should I continue incubation or take it as an unsuccessful hatch?
Any response would be greatly appreciated!

Here are the two eggs. Not sure what you can tell by looking at them! Temp dropped due to opening cover and trying to use camera at the same time.

I would suggest reposting this under the “Hatching and Incubation” thread, it will get a lot more views and answers that way.
