To me, It looks like stargazing, where the bird's head will be tilted towards the sky, after a few days/weeks the severity may worsen and the bird may be unable to support its head, and may have trouble keeping steady. Various things may cause stargazing, but the most common causes seem to be either a deficiency in thiamine(B1), vitamin E, or neurological damage. If you are feeding Medicated Chick starter feed, that may contribute as the feed contains amprolium that decrease's proper thiamine absorption. If you are I would suggest feeding an All Flock type feed or a feed formulated for ducklings. As far as treatment goes, I would start her on B complex in conjunction with Vitamin E human soft gels capsules.
