Ducks & Dandruffs?

Hello everyone!
I've got two concerns today regarding my Rouen duckling. First, she's got some noticeable white dust-like spots showing in her fur. I just wanted to know if this could be dandruff? I'm aware that dandruff comes from dead skin rubbing itself off, but if you look to the roots of her fur/hair there isn't anything coming directly from there. So, right now, dandruff doesn't seem like a liable option to go off of. I'm contemplating brushing her fur with an old brush, but I don't know if this will hurt her or not because her feathers still haven't come in. Does anyone happen to know what these white spots on my duckling could be?
Also, how long can it be until my duckling can leave her brooder? She seems to getting more and more curious as the weeks go by. She always looks up at us and constantly wants to explore. It's like she's a human! But, she's also formed a very big attachment to us, as we are her owners, so she always wants to be with us and cuddle up. At what age does my duckling no longer need her brooder?

Ducklings get dusty and I gave my ducklings tub time nearly daily. It is important the water be brooder temperature, that she be supervised at all times, and taken out of the tub when tired. My ducklings generally lasted five to fifteen minutes. When done if she does not start preening right away, Inwould dry her with a washcloth.

What shelter will she have when out of the brooder? Brooder temperatures according to Storey’s Guide should be 90F the first week, dropping 5 degrees per week till the brooder is the same as ambient temperature.

I let my eleven Runners run around the hallway while I cleaned their brooder. Then we would have a pea party, and they went back in.
 
birds have a dusty dander that gets on everything... I imagine that this generally isn't as bad with ducks (and other waterfowl) once they have their adult feathers and their oil gland going as @chickens really said, however, if you are concerned it may be some sort of parasite problem or the skin looks irritated, share a photo
 
hmm... I thought all birds did, just that maybe with ducks it was more under control since they get wet all the time and have the oil gland... always learning something new... I feel like all my animals are dustballs, including my husband
