I have a heat lamp because of cold weather (lows at 17) could that be part of it.

I'd remove the heat lamp, it's a fire hazard and 17 isn't that cold for chickens as long as they can get out of the wind and have adequate ventilation. I wouldn't start worrying until you start seeing subzero temps. Chickens are much better at handling cold weather than hot
