Dust baths in winter

Interesting post.

Do they tend to dust bath less in Winter? I built a shelter area for them and turn it over daily but they seem to be using it less. From daily to maybe twice weekly at best!

So was starting to worry.

Probably.
Don't see why you'd need to turn it over for them, they can do that.

Not an expert, but if they dust bathe in part to keep bugs away, perhaps they need fewer baths when there are fewer bugs.
