Early molt?

Is 10 months old too young for a chicken to go into a heavy malt? I have one welsummer that seems to be doing that. Her sister lost a few feathers but is now back to normal but the one is not. She is also not eating as well and is relatively lethargic. I can’t seem to see any bugs on her. Could it just be an early heavy malt?
