Could be as they are basically a mix breed to begin with, he is lacking muffs and a beard but some no longer have them now. He could also be mixed with something else that would give him the white legs.
He is mixed, definitely, and he has a pea comb, which could be signs of EE.
No beard/muff and no willow legs, but the hatcheries are breeding EE to EE now.
No other breed with pea comb and black/white like that with white legs that I can think of. (Light Brahmas have feathered legs, Light Sussex have single combs, etc.)
The only way to tell if he has EE with the blue gene is to put him over a layer and hatch eggs. You'll have a 50/50 chance of getting a blue/green egg with him, as he is a mix, but if you say hatch 20 eggs, 50% will be boy or girl (statistically), then 50% of those could lay blue/green.
In other words, if he fathers any hens that lay blue/green eggs, then yes, he is an EE.
However, he could still have EE blood somewhere back and father hens without the blue gene....but if he fathers hens that lay blue/green eggs...he has to some EE in him.
