Nope, that's a pretty pullet. Small, single row comb is female, plus this color is only found on females

This is my EE - he just started crowing this week (10 weeks old). I was hopping for a hen, but I'm out of luck!
You can see the comb is quite pronounced and red compared to yours. I think yours is a pullet - I have a pullet as well and it looks a lot like yours (although different colouring).

Thanks everyone. I Was hoping for a pullet . I didn't know what I was going to do with a roo. Since the city don't allow them.
