ee pullet behavior - displaying neck feathers straight out, is he a sh

We have a EE "pullet" that more aggressive than our BR, Welsumer, and buff orpington pullets. She will stand tall more frequently than the others, and is a bit of a bully. at 6 weeks she's fully feathered out. The behavior that I've noticed recently is that she and the BR will sqaure off, she'll lower her head and stick her neck feathers straight out like a roo does, it usually ends with her launching herself vertically and making a comotion.. Is the display of neck feather a behavior that only roo's do or will a hen do the same?
 
It's just a behavior any gender at that age can display.

I can sex most EE's just by color.

can you sex them by color really? i should send you a picture of my 3 1/2 week old who i think is a roo!
