This guy has muffs and a beard. He also has slate legs and a three row pea comb.

If he is an EE, will a mating with a white egg layer produce blue egg layers?

That is a rose comb, not a pea comb.

To answer the question, breeding a white egg breed to a blue egg breed will give blue egg progeny is the blue egg parent is homozygous (has 2 copies of) for O. If heterozygous (one copy) half the offspring will inherit blue egg laying trait and the other half will not.
 
I am far from an expert on the breed, but he seems to conform to the standard pretty well. His plumage isn't as crisply marked as I would expect for show stock, but as I said, I am far from an expert.
