EE shaking head,fluffed up head and neck and small white dots on comb?**PICS ADDED******

Any ideas of what this could be? It looks kind of like a fungus but not sure. I'll see if I can get a picture of her. This hen is eating and drinking but she is cranky! She pecks at the other hens and her people! I dont think she is laying either. She is two years old.
