Egg movement decreased

I have one egg incubating that started rocking around days 18-20. Today is day 21 and the movement seems to have decreased dramatically. Is this normal? Or a sign of trouble?
 
Why cant you touch it lol? I always touch mine. I believe it actually stimulates them to get going. If it was rocking that early and on day 22 there is still no movement i would worry. Usually means that it broke through the air sac but wasnt able to pip so it died. But you never know. You can candle it to see if there is movement in the egg. Or you can wait another day and then do a water test.
 
I checked today and the chick had died. Beak was at the small end of the egg and nowhere near the air sac. :(
How can you tell (in time to intervene) when that end of the egg is so filled with the chick??
