I have 2 buff Orpington 3 Rhode Island reds and 2 dark Cornish all about 27 weeks. Last week we saw our first egg. I’m getting 2 a day one very small one regular size, not sure who is laying. Is it normal that not all have started laying yet?

Perfectly normal.
All birds are individuals and will mature at their own rates, even birds of the same breed and age.
 
Is it also normal for them to start laying and then some stop? I was getting 8 eggs daily for a week and now only getting three. They're about 23 weeks old.
Can happen.
Do you free range?
 
No. They're in a large coop and run. Two lay in the nest boxes the rest were laying on the floor of the coop. We tried free range ducks, then they got killed by fox one day and we decided not to do that anymore.

Not all birds/breeds lay every day....
...plus 'tis the 'dark season', less day light can slow production, even in newly laying pullets.
