Eggs haven't hatched; Hen is waiting

I have a Serama hen who is sitting on 4 of hatch- to-be eggs. Today is day 21 or 22. It her first time and my first time too. She has been quite dedicated to her duty and rarely leaves her eggs. Her sweetheart rooster has been very patience, and started sitting next to her since last Thursday. I am 99% positive the eggs are fertile. It was my understanding that the chicks should have hatched by now. Any feedback or suggestions would be appreciated. Thanks!
 
I would give her a couple more days... especially if she is outdoors. I don't know where you live, but it's been really cold here in Pa. Cold temps can extend the hatch date out a bit.

When you have a broody hen, she doesn't always start setting when you think she does. She doesn't really start her thing until the last egg is layed. Well as a rule that is how it works. She will either kick the bad eggs out or hatch the eggs. She knows more about it than we do. Give her all the time she needs. Enjoy the thrills of parenthood chicken style.
 
Thanks for your feedback. My hen has been indoors the last couple months therefore the room temp. is 68-70 degrees. I also set up a light 75watt light in her house but it shines away from her nest.
