Eggs not growing during incubation

I have a hen not same breed as rooster but rooster is silke every time I incubate the eggs they never even grow from these 2. Rooster is about 10 months old and hen is 5 years . Is it possible rooster isn't fertile ? He does his job so much hen has very little feathers i would think some of the eggs would grow. Others from other birds i have from other coups do ok. Just can't figure out whats going on
 
Yes, it is possible one or the other is infertile. Check the vents on both rooster and hen. Often debris gets stuck near the vent preventing copulation. Feathers around the vent may be overgrown, trimming those feathers can often solve the fertility problem; cut the feathers-don't pull them out as they will just grow right back.
 
Does hen raise tail when rooster mounts? Hen may submit, doesn’t necessarily mean she’s allowing him to mate.
