I stuck my ducks first few eggs in the incubator to see if they were fertilized, I'm pretty sure they're not because there's no development and it's already been a few weeks, so are the eggs still ok to eat?

NO!!!!! dont eat them, throw them away or out in the bushes as far as you can. never eat eggs that have been exposed to heat for a long period of time.
 
Gosh no, those are potential stink bombs. When you set duck eggs by day 7 you can candle to see if they are growing. If they show no signs by day 7 throw them away.
