electric fence and racoons? ideas?

.05 joules is plenty to protect them but not enough to harm them if they were out free ranging and brushed against it. To put it into perspective it is adequate for 4 strands of wire on a 20 acre pasture to keep cows in.
 
0.05 Joules. Amperage low and pulse duration short. My two year old son can go though such with discomfort but it does not stop him. Chickens are hard to stop unless it contacts skin or scales. For me hotwire makes no difference to birds even with much higher outputs.
 
Output should be adequate. You may have a grounding out problem. I like use the yellow adjustable insulators to control gaps better.

Do you have electric wire touching wood there? That can ground your system out and make it not work correctly.....
