Electric fence works well just make sure you are grounded well. That seems like it is usually the hurdle with giving a good shock. For the digging problem I have laid rabbit wire or most any small mesh wire on the ground around the outside of the pen. You can throw some straw down or leaves just about anything that will decompose. The grass will grow up through the fence and once it gets thick. You won't see the fence and it won't be a problem with mowing either. Anything that tries to dig then catches their claws on the fence. They can't get the hole dug so they must find another way in. Although it would be overkill you could also try the electric netting but like I said that is a very expensive overkill. Good luck!
