I would:

1) Talk to owners since you live in town. There will be other problems over territory and the vet bills that go with them.

2) SSS. From the sound of it that is not an option for you though.

3) Live trap, then animal control.

4) Deter cats, which is what you are doing now.

I think if you wire it to 220volts It would work much better and send a louder message to stay away! .BOOM! Here kitty kitty.
