Day 12 of incubation temp outside 28 degrees and electricity was off for 4.5 hours and thermometers showed 48 degrees in incubator before lights came on. My question is there a chance any will hatch? Or would it be best to start over.
 
There is every chance they will hatch fine. Once things have settled in your bator candle to check what's going on in them. Even though the temp showed 48 the eggs will have taken longer to cool and should have kept some heat in them. I have a cool down feature on my incubator which turns the heat off for an hour to replicate the hen leaving the nest. Think of your power cut as an extended hen leaving them.

Please don't give up on them and have a great hatch :thumbsup
 
Day 22 and I have 12 baby chicks and more on the way. I was very surprised this morning when I saw the little fuzzies breaking their way thru the shell. I would have thought the 48 degrees would have finished them off not just slowed them down. Thanks to Yorkshire Coop I kept them going after the electric came back on.

by day 12 of incubation the embryo is generating some heat itself. at an egg internal temp (not an incubator temp) below 84.6° causes abnormal development and below 80.6° the embryo will stop development all together, much below that is lethal.
