I have 6 Emu eggs in the incubator and 5 are losing weight perfectly and 1 has only lost 1/2 of what it should. Any suggestions?

If the humidity is correct (which it could be assumed that it is since the other eggs are on target), it may be possible the egg was never meant to develop properly. Otherwise check your humidity level or where the egg is positioned in the incubator relative to the other eggs and the source of the water.

You can "lightly" scrape off a very small amount of the ( ONLY) outermost shell layer and see if that would help. ( trial and error and check wt. loss daily until you see you're inline with the 15-18% wt. loss )
Be forewarned though, this also can lead to contamination if not done properly.

If I were you and had another incubator I would put it in that one and incubate it at a much lower RH than the others, ( try about 19% or so then adjust as needed )

Chances are that egg has extra shell layers ( chalky ) and will not do well after all is said and done and will be prone to go bad no matter what.
