Got up the other morning to discover the heat element in my incubator had failed, fan was still running and eggs were cold to touch, temp was reading 19.3 Celsius, they had been like this for up to 5 hours, whats the chances of them surviving? they were 25 days into incubation.

It takes a lot longer for the core temperature to cool down enough to kill the embryo, than just cooling the shell. Hopefully your little one is still just fine. Someone on here still hatched out some chicken chicks from eggs that were partially incubated and left for 60 hours at 5C.
