are emus legal on Ohio? If so, is there a minimum property requirement? I have just under an acre

It won't be a state law. It will be a matter of county and city ordinances and subdivision indentures, if you live in one.

You'll have to check your local laws. If you live in a subdivision, you won't be able to have them because in most, chickens are disallowed.
Most counties don't address poultry but some do. If you are in a city limit, they will likely be disallowed.
