example ordinance where 2 chickens per resident are allowed?

I swear when I was researching chicken laws at some point in the last year, I saw a place that allowed up to 2 chickens per resident. But now I can't find it. I thought for some reason it was either Miami or Chicago, but now that I look back, it isn't. Has anyone seen anything like that?

Our city (Gulfport, FL) is changing the ordinance to allow chickens, and some city council members want to limit the number more than the amount we have (I'd say 10, but oh so sadly we lost our dear Rascal yesterday to a car, but the city thinks we have 10). We got ten in part because we have a family of five. And so far, not a single neighbor has complained, despite 4 or 5 city council meetings discussing chickens which all our neighbors know of. Our neighbors either love our chickens or are indifferent. And the original issue was a police enforced ordinance violation, because a police officer heard (not saw or smelled) one of our girls while she announced an egg and got upset. So no complaints, but they still want to restrict the number.

I'm also going to point out to them that NONE of the four municipalities or the unincorporated areas of our county which allow chickens has any restriction on number, all ordinances leave that up in the air (one requires permission from neighbors).

Anyway...I'm upset about it. And need some good resources to back me up.
