Extra shelter for ice storm

Expecting .25" of ice followed by snow. My birds are dumb and won't hang out in the coop during inclement weather.

I constructed a shelter but they are scared of the tarp. I have a sun shade from summer they are not afraid of but I doubt it will hold up to winter weather. Any ideas?

Get some pallets and cobble them together (solidly) to make a 3-sided hut with roof. Fasten the sunshade or tarp securely to the roof and sides of the pallet hut (heavy duty staples?) and make the open side faces southward away from the wind. Get hay or shavings and put a deep layer inside.
