I know by following most of the topics published in this forums. white Leghorn chicken is Dominant white homozygous for " I " .. Thus, the result of cross breeding with any other breed will be white with some leaks depending on the colour of other breed . But I want to know the second generation of white Leghorn hen x Rir rooster, Also, I have a question, wL are white due to presence of I inhibitors gene, so what is the background color of this breed? I. E genotype E^ER, E^e+, etc?

Kinda hard to tell, with leghorns. They could be hiding a few genes (such as splash, lavender, silver, barring, etc.) under all that dominant white. But you should definitely get:
Black chicks
White chicks
Red Columbian chicks with black markings
Red Columbian chicks with white markings

Depending on what the Leghorn carries, you'll likely also get:
Gold columbian chicks with black markings (new-hampshire coloured)
Gold columbian chicks with white markings
Red wheaten chicks (with black or white markings)
Gold wheaten chicks (with black or white markings)

As for your second question:

Dominant white is a modification of black (chickens have two basic colours, black (blue, lavender, dominant white etc.) and gold (silver, cream, mahogany, etc.))

For a solid black chicken, the e-locus allele is E (extended black. Black that covers the extent of the body). So for a solid (dominant) white chicken, which is just a modified black chicken the e-locus is still E. For a solid splash chicken? E. Entirely lavender? E.
