Face Infection?

Hello, I have a pullet approaching laying age with a facial problem. I noticed it yesterday, and tried to drain it, but nothing came out. It is very hard, and there is a scabbed up area on the side of it. I am now giving her 0.25 Ccs of penicillin every day, and 3 Ccs of Terramycin. She has also lost her balance and struggles to stand. Is this an infection? Or is it something else?

That is an oil gland not an infection.
