Feather Eating Victim

I have a small flock of young Saipan Jungle Fowl a few months old, one roo and the rest hens I think. The one confirmed rooster seems to be the victim of feather picking. I'm not sure who is doing it. He's bigger than the hens and is not being bullied by them or anything.

I read that Saipans need extra protein and I recently bought some new feed that's a bit higher in protein. I've also moved the Saipans into a portable pen and am giving them protein supplements such as cat food and bugs. I think the rooster's feathers are starting to grow back.

The question is, will he be OK if I keep him with his hens?
 
I don't think there is a "right" answer. If his feathers are regrowing, maybe it will be OK now. One thing is for certain, chickens are always a bit upset by change, so just on that, the flock may be better off with him.
