Feather loss around eyes and irritation. Please help.

Seems to have gotten worse. I noticed some feather loss midweek. She's a bit dirty here cuz I was feeding her and the others some yogurt but here is an image. Any help will is greatly appreciated. Stevie is my favorite hen. On my profile i have a pic in her normal state and it was taken 2 weeks ago. She is scratching at her head a little bit but eating well. She has been getting ACV in water but no other treatment for anything. Her coop mates are showing no signs of it and I do not have a rooster.

I ruled out mites. At my feed store they said it may be an eye worm since it seemed to only be effecting one hen. I treated her for it but feather loss kept progressing down her neck. I'm pretty sure its lice even though I have not seen any. I started using DE yesterday and thoroughly cleaned the coop. I'll see if that helps.
