I have a flock of three roosters and it's look like a chicken is pecking only one particular chicken only at sleeping. Believe it, I have seen it. We are giving them enough space (9 square foot in coop and daily morning free range). But when they finish free ranging in the afternoon, all chickens will sleep except one who is plucking others. Sometimes the chicken will eat the plucked feathers and sometimes not. But I never seen my chickens bleeding. Please tell how to stop it.
 
If you are sure you know the culprit you could try pinless peepers.
@azygous has some anecdotal data that also suggests that low doses of tryptophan may stop/curb this behavior.
Tryptophan is found in meat based protein sources. You could also try supplementing their diet with some sardines or tuna depending on what you are currently feeding.

They are 13 weeks old.
I can't find any starter or grower nearby, so I feed them homemade food.

That's tight quarters for 3 coming of age male birds.
Roosting time is the most contentious part of the day.
Do they settle down and sleep after awhile?
Likely your homemade feed doesn't have all the nutrients they need,
so they may be crabby and hungry for protein.
