Feathered legs

Feathering on the legs and toes, is that a dominant trait? I have a FBCM with correct leg feathers [French standard]. Yesterday I received six day old chicks that where suposed to be from French champion bloodlines. They all have clear legs with no feathers. How can that be true? I thought that feathering was a dominant trait?
 
I am not familiar with "FBCM". This spring I crossed a silkie rooster (feathered feet) with a phoenix hen (clean legged). Eight chicks hatched, all with feathered feet. Feathered feet is dominant. If the chicks are clean legged when they should have the fuzz that will become feathered feet then they are not what they're supposed to be.

Thank you. I'm not sure I'm using the correct abbreviation. I'm talking about French Black Copper Marans. That's what I thought also.

The French SOP calls for feathered Shanks, those birds did not win any Championship that follow the rules.
 
Yep, feathered legs are dominant. Those sound like the English style, unfortunately, which are often sold at hatcheries. Few breeders would claim they came from “show-winning” lines though. I’m afraid you’ve been duped.
