Feathering/Comb development question

Okay, so as I understand it, if otherwise healthy chicks are raised with some exposure to cold weather they will tend to feather out quicker. Does the cold exposure have any effect on the speed of developing combs/wattles? Or are they purely an age/hormone thing?

My chicks with my broody developed their combs and wattles at the same rate as those in a brooder.
