Feathering her nest?

My hen is dropping soft downy feathers in her nest. There are no feathers anywhere else. One of my other hens is broody and setting on a clutch right now and she has feathered her nest, but I didn't notice if it was before she went broody or not. Could this be an indication that the other one is about to go broody?

I think they are looseing their winter fluff in the spring. I have noticed alot of feathers in the nests since warmer weather.
