Feed question: When not all hens are laying.

What is the best to feed when not all hens are laying yet? I have four and only three are laying so far. I know to put out some shells for the ones who are laying, but is it bad to keep them all on the start and grow (non-medicated) until they are all laying? Thanks in advance!
 
My intent is to always keep them on a grower feed, or a multi flock feed. Layer feed just has extra calcium added in the form of a grainy silt that settles to the bottom of my fermented feed. I'll be buying oyster shell in bulk, and continuing the grower.
