Feet Pecking

I'm trying to integrate 13 5 week old chicks with 2 4 week old chicks. They have been sharing a brooder with a divider for about a week now. The older ones don't peck at the divider. I removed the divider all seemed well. A couple of the older chickens after awhile started pecking and grabbing the younger ones feet. The are not pecking the body or top knot just their feet. Any words of wisdom?

I hear that if they are pecking at other chick's feet, they are bored. You could give them some feed on a piece of cardboard so they can peck something on the ground.
