Feet problems, toes missing. How do I humanely put it out of its misery?

My quails are about three weeks old now and I was cleaning their brooder today and noticed that one of them was not walking much and the rest were stepping on it. I pulled it out to inspect it and to my surprise, it is missing a toe and one is barely hanging on and it is black (dead), on the other foot the toes are swollen and look as it they are also dying. A closer inspection reveals that a hair (possibly mine) is tangled all around the leg and all the toes and it is stopping the blood flow and circulation. I could not pull the hair off or cut it because it is so tight that is cutting on the skin. I don't even know how that happened and how the hair got into the brooder. The poor think only has two toes left on one foot and the other foot looks really bad , like it is about to loose all of the toes. I feel horrible and don't know what to do. I know it is not going to make it with no toes. What is the most humane way to put it out of it's misery?

Sorry to hear that. Sharp kitchen shears or poultry shears and a quick snip to cut his head off clean would be the quickest. Heavy, large, sharp scissors should work, too. Hold him over something to catch the blood.
