Sounds like you're on the right track. Call the city clerks office and ask them. They will know if there is an option for a variance and they should be able to tell you how to go about doing it or who to talk to that will know if they don't.

I am sorry I can't help you in this endeavor even though I hope it will all work out for you. I could go on to a soap box rant in your favor, but I live on a farm about an hour south of the cities and don't have those problems to contend with.
However, I think it could help for you to show your neighbors who need some convincing, some of the many very attractive designs of chicken coops/runs that can be bought or made that really are attractive. You could also approach anyone who gardens with the concept that the manure you get from your birds is like gold in a compost pile. Have you ever looked at vermiculture as a tie-in to the bird project? Boy they all work hand in hand with each other and are a very important component in sustainable living.
I applaud you and wish you well in your quest. It shouldn't be so difficult to live your life in a more simple manner. Isn't it just crazy?
