Fighting for chickens in small RURAL city limits Randall MN

Please help any info would be appreciated!
We are currently 2 months into fighting for our right to keep chickens in our backyard and feel we are losing this battle. How can we convince our small town city council to consider allowing chickens?
 
Ok so first thing is first you need to call planning and zoning and figure out what the property is zoned? You will need to have your parcel ID #.

If Randall is Rural Residential not more than 0.3 animal units ( chickens equal 0.003) shall be allowed on parcels 2.5 acres and smaller. You can find all of this info yourself if you Google Morrison County Zoning Ordinance under section 1205. what that equates to for chickens is 100 chickens under 5lbs.

However if you are Residential District on lots 5 acres or smaller no animals that are not typically considered a house pet are allowed.
My Brother is having the same issue right now and lives south of Little Falls. The other thing you could do is start a petition in town and have it go to a vote. The city of Minneapolis now allows back yard chickens maybe Little Falls and Randall should get on board!!

We already started a petition had 40 signatures presented it to the council really did not seem to mean anything to them. They said they definitely will not change the ordinance they will not do a variance but finally they are considering and Amendment. But first they want to talk to their lawyer and see what he thinks is where we are at with it right now.
As I said in my original post it does not seem in our favor it also just seems like they are not willing to put in any effort just want to leave things as they are don't want to upset other people blah blah blah. The sad part is we already have four chickens which are our children's pets and it will be devastating to them if we have to get rid of them!
I'm not sure where you live I'm assuming Little Falls so if you noticed last month there was an article in the paper about this and I'm sure after this month's council meeting this week there will be another article check it out!
