If the egg doesn't make the pip itself, there's not much you can do without risking jeapardizing the vascular system. Have you candled it? Is it internally pipped?

you really shouldn't water candle an egg that's past day 18 (for chickens) of incubator unless you've candled with a light and determined that there are no internal or external pips as there is a good chance you can drown the chick. day 23 isn't a big issue if your incubator ran cooler then ideal during the incubator period. just be patient and wait it out, use this as a learning experience to fine tune your methods.
