Flogged or the victim of a scared roo~

My roo BIG Al has never shown signs of aggression. I pet his/my hens, no problem. I sit down next to him, no problem. He takes snacks from my hand- no problem. Here is the problem- maybe. We have front and back steps. The chickens frequent these places because they know that sometimes they are snack ramps. Best place to see what's on the menu is stay close to the kitchen.
BIG Al sometimes trips over himself trying to get out of the way when I come down. The point is, he ALWAYS moves out of the way. He has never stared me down or bowed up at me on the stairs or anywhere.
I came down the stairs today with a large cookie tin in my hand, the other hand just at my side. As I passed BIG Al flew up (maybe surprised or getting out of the way) and scratched me on the hand that was at my side. It drew blood and hurt. I scolded him and he looked at me like he didn't know anything, scrambled down the stairs and into the yard.
Yesterday we had 2 hawks flying around, he had to sheild the girls and guide them through the woods to get to their coop, instead of crossing the yard. He has been on high alert ever since- real skittish.
So is it a flogging or was he just trying to get out of the way and caught my hand by accident?
BIG Al is just 5mnths old and a Buff Orpington- the only roo we have.
