Fluffed feathers & agitated

My Black Australorp has had her feathers fluffed out for the past two days. Yes, it is HOT here in Charlotte, North Carolina, but this is my second summer having hens and one of them hasn't done that before. (I have a box fan outside blowing on them.) And she's agitated! She's at the bottom of the pecking order; the other hens seem to be picking on her more. Any ideas on what's going on? Thank you!
